PNM policy

Accessibility

PNM is committed to a public website that is readable, operable, and understandable across common devices and assistive technologies.

Active accessibility commitmentEffective / reviewed: July 28, 2026

Target

This website is designed toward WCAG 2.1 Level AA. That is a design and testing target, not a claim that every possible combination of content, browser, device, and assistive technology has been formally certified.

Implemented support

  • Semantic headings, landmarks, lists, links, buttons, labels, and status messages.
  • Keyboard-operable navigation and forms with visible focus indicators.
  • Readable 18-pixel body-text baseline and large primary touch targets.
  • Responsive layouts that do not require a desktop viewport.
  • Reduced-motion and increased-contrast preferences.
  • Primary content that remains visible without reveal animations.
  • Text alternatives or accessible descriptions for meaningful graphics.

Known limits

Third-party agency websites, linked PDFs, email clients, telephone systems, browser extensions, and analytics controls outside PNM’s code may have their own accessibility behavior. PNM does not control those systems.
