Short answer
A California ABC license and local land-use approval are separate questions. Depending on the premises and proposed operation, a project may need state licensing, local zoning verification or discretionary approval, and other business or premises permits. Confirm each path with the responsible agency.
State licensing question
California ABC publishes separate pathways for new licenses and for transfers or changes. Its transfer materials distinguish person-to-person, premises-to-premises, and combined transfers.
Local land-use question
The city or county controls local zoning and discretionary land-use decisions. ABC's Zoning Affidavit identifies local zoning status and includes conditional use permit information, but the local jurisdiction makes its own land-use determination.
Why sequence matters
Applicant, premises, transaction, and local-approval facts can affect one another. Organize them before filing so the team can see which agency, professional, escrow party, owner, or applicant owns each next action.
Human actions remain human
An authorized assistant or software agent may help prepare facts and request review only where the platform allows. It may not sign, attest, pay, approve representation, submit to an agency, or approve its own work.
