What to verify before signing a lease for a regulated business

A California pre-lease decision checklist for uses that may depend on zoning, local approvals, or state licensing.

Short answer

Verify the proposed use at the actual location, identify discretionary local approvals, and map state-license dependencies before treating the site as ready. A lease clause, broker statement, or prior tenant's use does not by itself answer every permitting question.

Start with the exact operation

Write down what will happen at the premises, not only the business label. Hours, alcohol service, seating, entertainment, takeout, manufacturing, outdoor activity, and ownership can change the approval path.

Match the operation to the location

Confirm the jurisdiction, parcel or suite, existing use, proposed use, and any known conditions. Ask the responsible planning or zoning office what verification it will rely on and whether discretionary review may be required.

Map connected approvals

California's CalGold tool helps identify possible permits by business type and location, but it does not issue permits or decide the requirements for a specific matter. Use it as a starting directory, then verify with the administering agencies.

Do not collapse business and legal decisions
